HCHS expenditure increased in real terms by 0.5 per cent. between 1988–89 and 1990–91 and by 2.7 per cent. between 1991–92 and 1995–96. Local authority gross expenditure on mental health services increased in real terms by 220 per cent. from £79.1 million in 1988–89 to £339.1 million in 1994–95, the latest year for which figures are available.
