To ask the Secretary of State for the Environment if he will list in rank order the number of employees for each local authority per 1,000 of the resident population for the most recent three years for which figures are available. [18097]

I have today placed the information for 1995 and 1996 in the Library of the House.

The figures are taken from the "Joint Staffing Watch". The survey was reviewed in 1994 and from 1995 onwards a revised survey form was introduced which included a different service analysis, introduced figures for whole-time equivalent employment, and introduced new guidelines on the recording of part time staff. As a result of these changes, it is not possible to provide comparable figures for 1994.

The levels of employment in individual authorities are not directly comparable because of variations in population structure, social characteristics and the extent to which they use private firms and contractors or act as agents for other authorities.
