Friend the President of the Council has invited the Select Committee on the Modenisation of the House of Commons to look at the means by which the House holds Ministers to account, and the Government will be ready to put papers to that Committee in the autumn. Our review will also cover the guidance given to Ministers on matters of conduct and procedure.
