§ Mr. George HowarthA model byelaw is available to local authorities to prohibit the consumption of intoxicating liquor in designated areas. Byelaws do not apply selectively to particular age groups.
We will be implementing the Confiscation of Alcohol (Young Persons) Act 1997. Under this legislation, a police constable may confiscate alcohol from under-aged drinkers and it will be an offence to refuse to hand over the drink.
