§ Mr. BowisThe operation of the Milford Haven port authority is governed by the Milford Haven Conservancy Act 1983, which does not provide a basis for such an assessment. The terms of reference for the Marine Accidents Investigation Branch investigation into the causes of the grounding and salvage of the Sea Empress cover, inter alia, the safety of port operations in relation to that incident.
