§ Dr. Liam FoxWe are in regular discussion with all countries, including China, which are part of the negotiating process to mitigate climate change under the framework convention on climate change. We have urged all countries to contribute to a successful outcome to the third conference of the parties at Kyoto in December, and have proposed that developed countries should take the lead by reducing greenhouse gas emissions to 5 to 10 per cent. below 1990 levels by 2010.
