§ Mr. BurnsInformation is not collected centrally on the number of registered people with learning disabilities—mental handicap—in community care in each council area. The prevalence of severe learning disability in England is estimated as being in the order of three to four per 1,000 members of the general population. The majority live in the community and will receive varying levels of support from the statutory authorities.
