To ask the Secretary of State for Social Security how many of the people who will receive reduced council tax benefit under the proposed restrictions will be(a) renters, (b) owner-occupiers with mortgages and (c) owner occupiers who own outright. [20991]

1 It is not possible to say how many of these have mortgages, although it includes approximately 10,000 who get help with mortgage interest through Income Support and Jobseekeer's Allowance (income based).
