To ask the Secretary of State for Scotland what plans he has to improve the quality of the Scottish sixth year, both for advanced higher and non-advanced higher students. [20543]

[holding answer 12 December 1997]: The Higher Still Programme is designed to provide a progressive educational experience leading to meaningful nationally recognised qualifications for all students in Scottish fifth and sixth years. From August 1999 new qualifications will be available to students in schools and colleges at five levels, offering progression from whatever level of prior attainment a student has achieved.
