To ask the Secretary of State for Social Security if she will make a statement on the availability of value for money pensions to those on low incomes. [19066]

Mr. Denham

Occupational schemes provide good quality second pensions for half of all employees, but personal pensions can be unsuitable for those on low incomes. As part of our pensions review we are consulting widely on how best to take forward our proposals for Stakeholder Pensioners to ensure that those without good quality occupational pension schemes have access to secure, flexible, value for money second pensions.

The consultation period for Stakeholder Pensions ends in January and we expect to publish our detailed proposals, alongside our proposals for the long-term framework for pensions, in the first half of next year.

To ask the Secretary of State for Social Security what steps she is taking to publicise the level of rebates available for those opting out of the state earnings-related pensions scheme under recent pension tax changes. [19078]

Mr. Denham

The National Insurance Rebates available to those who contract-out of the State Earnings Related Pension Scheme are contained in three rebate Orders which were laid before this House in April last year. These Orders are available to the public from HMSO.

The Contributions Agency issues to employers and insurance companies publications which give details of the contracting-out rebates.
