§ Mr. Michael Forsyth[holding answer 26 November 1996]We have been considering for some time the arrangements for the flying of flags. On St. Andrew's day, and for the foreseeable future thereafter, the Saltire will be flown in a prominent position over Edinburgh castle, in addition to the Union flag.
