§ Sir Paul BeresfordThe responses to the consultation paper, "The Internal Management of Local Authorities in England" published by my Department in 1991, showed very little support for elected mayors. Of more than 600 responses, only four were in favour of elected mayors. None of these were from county councils, shire or metropolitan district councils, or London boroughs.
