To ask the Lord President of the Council what assessment he has made of the financial scale of dealings in the United Kingdom in illegal drugs. [4040]

It is not possible to make an overall assessment with any accuracy. What is clear is that the scale of such dealings is substantial—the latest estimate of the total street value of illegal drugs seized by Her Majesty's Customs and Excise alone is nearly £500 million in 1995.
