§ Mr. HowardI meet regularly with my counterparts in the European Union and discuss a range of justice and home affairs issues. We have not discussed arrest procedures but my hon. Friend is no doubt aware of the memorandum of understanding agreed last week between Her Majesty's Customs and Excise and the United Road Transport Union which is aimed at minimising the risks run by lorry drivers who ferry sealed loads across international borders.
