HC Deb 05 November 1996 vol 284 cc417-8W
Mr. Hanson

To ask the Secretary of State for Foreign and Commonwealth Affairs what representations he has made to the Mexican Government over their use of torture. [1927]

Sir Nicholas Bonsor

We have made clear our concerns to the Mexican Government, who acknowledge the problem and are seeking to resolve it. We are supporting a police reform programme being implemented by the Ministry for Public Sector Reform, in order to help raise human rights awareness throughout the various police forces.

Mr. Hanson

To ask the Secretary of State for Foreign and Commonwealth Affairs what representations he has made to the Turkish Government regarding the implementation of the Council of Europe recommendations regarding torture. [1931]

Mr. David Davis

We have urged the Turkish authorities to implement the recommendations made following the visits of the European committee for the prevention of torture and inhuman or degrading treatment or punishment to Turkey, and to publish three reports. We welcomed the Turkish Government's decision to invite the committee to make a further visit to Turkey in August to look at prison conditions.
