§ Mr. MaloneTotal purchasing pilots operate under devolved purchasing arrangements from health authorities and are subject to the same rules and audit controls as health authorities. Resource allocation is an important element in the three-year evaluation of the pilots. Resources are allocated according to locally-agreed methodologies governed by criteria such as historical activity, demography, epidemiology and other local factors. Detailed information about allocations is not therefore collected centrally.
