§ Mr. MacleanNo. There are legitimate users of explosives who make them up themselves and require information on how to do so safely. A person who makes explosives for any unlawful purpose commits a serious offence under the Explosive Substances Act 1883. It is an offence under the Control of Explosives Regulations 1991 to acquire or keep explosives without a certificate from the police.
