Responsibility for this matter has been delegated to the Director General of the Prison Service, who has been asked to arrange for a reply to be given.

The Home Secretary has asked me, in the absence of the Director General from the office, to reply to your recent Question about the percentage of prisoners who had 24 hour access to sanitation on (a) 12 April, (b) 12 May and (c) currently. The Prison Service achieved its performance target of ensuring that all prisoners had access to sanitation at all times on 12 April 1996 and full access has been maintained since then. This has been achieved despite a record rise in the prison population and despite the Service's need to reduce costs.
