Commission produce an uneven distribution across financial years. The first tranches were received during 1994–95, on approval of the programmes. Subsequent tranches can be drawn down only when certified eligible expenditure, declared in claims submitted by recipients of grant, reaches specific trigger levels. Payments under these programmes continue into the subsequent two financial years following the closure of the programme.
