§ Mr. FreemanThe model appeals mechanism will be considered for all appeals against enforcement action in appropriate legislation put before the House before January 1997, and thereafter. The recently enacted Chemical Weapons Act 1996 contains provision which will allow the appeals mechanism to be utilised for enforcement.
