§ Lord James Douglas-HamiltonMy right hon. Friend has no such plans. He does not appoint members to visiting committees for adult prisons: they are appointed in terms of section 8(1) of the Prisons (Scotland) Act 1989 by local authorities prescribed by rules made under the Act.
