§ Mr. MossRecent studies by the Department of the Environment (Northern Ireland) of urban regeneration, housing and transportation have pointed up the need for a review of strategic planning issues in the Belfast city region. I propose, therefore, to initiate debate about the future of Belfast and its environs and to help shape that debate I have today launched a discussion paper entitled, "The Belfast City Region: Towards and Beyond the Millennium". Copies of the discussion paper have been placed in the Library of the House.
