§ Mr. ClappisonThe benefits referred to in my reply of 30 November 1995,Official Report, column 802, should continue to arise because of the progressive nature of part I of the Environmental Protection Act 1990, as reflected in the regular reviews of the guidance notes. The continued supply of information on available pollution control techniques by manufacturers will be valuable in this regard. However, the legislation does not allow for the economic benefits and costs to environmental technology manufacturers to be part of the judgment in deciding conditions to be included in authorisations of the processes regulated.
