What is the aggregate of the bids made by the county council and district councils in Berkshire for supplementary credit approvals to cover their estimates of the transitional costs of the local government reorganisation proposed by the Secretary of State for the Environment and how does this compare with the estimate of the Local Government Commission for England.

The aggregate of the bids for 1996–97 made by the county council and district councils in Berkshire is £16,341,000, of which £5,604,000 is from the county council. The Local Government Commission made no estimates for the structure proposed.
