Letter from Richard Tilt to Mr. Martin Redmond, dated 13 February 1996: The Home Secretary has asked me to reply to your recent Question about what account is taken of the cost of Home Office controllers when cost comparisons are made between private and public managed prisons. At each privately managed prison there is a controller, deputy controller and secretary. Their costs are included in the Prison Service annual report figures for cost per place and cost per prisoner at each private prison. They were not included in the analysis of comparative costs between private and public managed prisons carried out on 1993–94 figures. They are being included in the re-analysis being carried out in 1994–95 figures.
