Mr. John M. TaylorI have no plans to restrict the use of category 3 fireworks to organisers of fireworks displays. Category 3 covers a wide range of firework types, some of which are not suitable for use in small spaces. For this reason, category 3 fireworks are required to be clearly marked as "display" fireworks, carry instructions for use and indicate the safe distance for spectators. This allows people to make choices and purchase fireworks to suit their own circumstances.
