Letter from Richard Tilt to Mr. David Hinchliffe, dated 24 April 1996: The Home Secretary has asked me to reply to your recent Question about the current and future use of the former Borstal establishment and grounds at Lowdham Grange near Nottingham. Lowdham Grange has been mothballed since 1989. It is the Prison Service's intention to use the site for a 500 place closed training prison. The new prison will be built, financed and managed using the Private Finance Initiative (PFI). Contract signature is expected in the Autumn of 1996, with the view to opening the prison in December 1997.
