§ Mr. SproatThe Secretary of State has initiated a thorough and careful analysis of the new V-chip technology and associated issues in conjunction with broadcasters, regulators and other interested parties as well as with our partners in Europe. This is not a straightforward issue. There are practical and technical difficulties in introducing new technology of this kind and we would not wish to be rushed into a premature decision.
