To ask the Secretary of State for Social Security what proportion of holders of appropriate personal pensions failed to earn sufficient to generate a national insurance rebate in the most recent year.

In 1993–94, 31 per cent. of appropriate personal pension holders had reckonable earnings below the national insurance rebate threshold.
