§ Mr. Norris[holding answer 16 April 1996]: Some 74 organisations have made representations in favour of a public inquiry. As far as I am aware, none have made representations against. Nonetheless, we believe that the investigation by the marine accident investigation branch into the grounding of the Sea Empress and the subsequent salvage operations is the most effective and rapid means of determining the facts and any lessons which need to be learnt.
