Letter from R. M. Bradley to Mr. Graham Allen, dated 16 April 1996:
The Secretary of State for Transport has asked me to reply to your Question about the amount of assistance received by shipping companies under the Government Assistance for Training (GAFT) and Development of Certificated Seafarers (DOCS) Schemes in the last 12 months, as the responsibility of administering the schemes lies with the Marine Safety Agency (MSA).May I first explain that assistance under the GAFT scheme, currently £55 per week, is not payable to shipping companies but to eligible trainees via "Managing Agents". The total assistance paid in the last 12 months amounted to £3.22 million of which £151,360 was paid to Managing Agents to cover administrative costs, at the rate of £110 per annum for each trainee.As regards DOCS, financial assistance is paid to eligible companies against the cost of each junior officer undergoing training for a second certificate of competency. The grant of £16 per training day for each trainee, amounted to £1,518,436 in the last 12 months. A breakdown of payments to companies is attached at Annex A.437W
