To ask the Secretary of State for Scotland what plans he has to introduce legislation to penalise anti-social neighbours who are(a) public sector tenants, (b) private sector tenants and (c) owner-occupiers; and if he will make a statement. [29216]

My right hon. Friend recently announced his intention to take action to suspend the right to buy of tenants who are subject to eviction proceedings for anti-social behaviour. The Scottish Office has consulted recently on the effectiveness of existing neighbour noise controls, any changes to which would affect both tenants and owner-occupiers. We have also consulted on the introduction of probationary tenancies for public sector tenants. The comments received on both these issues are currently under consideration.
