§ Mr. HanleyMy right hon. and learned Friend the Foreign Secretary discussed the situation in the State of Jammu and Kashmir with the Indian Foreign Minister on 21 November. Under the Indian constitution, responsibility for decisions relating to the conduct of elections rests with the independent Indian Election Commission.
