To ask the Secretary of State for the Environment what permits his Department has issued to

(2) in how many cases involving referrals by tenants of assured shorthold tenancies under section 22 of the Housing Act 1988, in each year since the introduction of that Act, the rent assessment committee declined to make a determination (a) on the grounds that there were insufficient similar lettings in the locality and (b) because the rent was not considered significantly higher than that which the landlord might reasonably be expected to obtain. The number of referrals by tenants of assured shorthold tenancies under section 22 of the Housing Act 1988 in each year since the introduction of that Act and action taken by the committees is as follows:

allow the shipment of toxic waste into Liverpool in the last five years; and what quantities of toxic waste have entered the port in this period. [2135]

Day-to-day administration of controls over imports and exports of waste is the responsibility of waste regulation authorities. Authorisation of hazardous waste imports is a matter for the waste regulation authority for the area where the destination facility is located. This may not be the same as the authority for the port of entry.

The following table shows the quantities of hazardous waste entering the United Kingdom through the port of Liverpool since 1989:
