To ask the Secretary of State for the Environment what studies he has made of the impact of upward-only rent reviews on the town centre property market. [40232]

The Government considered the issue of upward-only rent reviews in their review of commercial property leases concluded in 1994. We urged the commercial property industry to introduce a code of practice dealing with upward-only rent reviews, among other issues. The industry plans to publish a code very soon.
