To ask the Secretary of State for Social Security what plans he has to require all foreign visitors to the United Kingdom to establish residence before qualifying for benefit. [39703]

Residence requirements have always played a significant part in social security benefits. We have also recently announced proposal to extend restrictions on persons from abroad claiming benefits.
