To ask the Secretary of State for Foreign and Commonwealth Affairs what advice has been given to his Department to (a) the Secretary of State for Defence and (b) the President of the Board of Trade on the transfer of weapons that can be used for torture overseas. [25674]

Mr. David Davis

A wide variety of weapons could conceivably be used for torture. If this Department judged that defence equipment, if transferred, would be likely to be so used, it would advise against the transfer.
