To ask the Secretary of State for Transport on how many occasions during the last five years(a) civil servants and (b) special advisers in his Department or its agencies have declared conflicts of interest; and how many instructions have been issued about their retention, disposal or management. Mr. Norris

(a) In accordance with standard service wide rules the Department's "Staff Handbook" requires staff to declare any business or financial interests which they or immediate members of their families hold, which they would be able to further as a result of their official position. In the majority of cases conflicts of interest are reported to and resolved immediately by line management as the Department does not maintain a central record of all cases.

(b) One case of conflict of interests has been declared by a special adviser during the last five years.
