The report was circulated to the Prime Minister, OPSS Ministers, Opposition spokesmen, Parliament, Cabinet Office senior management, and contributors in HMSO, COI and other organisations included within the report. There were 1,500 copies printed, and just over 900 copies were distributed for sale to the public, at a cover price of £11.55.
