To ask the Chancellor of the Exchequer what cost-benefit analysis he has(a) crried out and (b) plans to carry out on the effects of hypothecating the income generated from fines due to speeding offences detected by automatic cameras to the provision of further speed cameras and the processing of the resultant offence data. No cost-benefit analysis has been carried out, nor are there any plans to do so. The Government take the view that, in general, hypothecation of revenue is not the best way of matching resources to needs.
