§ Mr. Gwilym JonesThe Welsh Office received 46 replies to my right hon. Friend's letter of 8 December 1994. Eighty per cent. were broadly in favour of licensing. However, there was no clear consensus on the way in which a licensing system should operate and the replies raised a wide range of issues for further consideration.
