§ Mr. ForthIt is for local education authorities to decide on the progress of capital projects at county schools. As far as expenditure within the schools' own discretion is concerned, the Department's circular on local management of schools, circular 2/94, makes it clear that they may use their budget shares for capital projects. The circular also makes it clear that such schools may carry forward savings in order to create balances which may be used for capital projects in subsequent years.
