§ Mr. RichardsThe pattern and level of Welsh medium provision is primarily a matter for local education authorities in fulfilment of their statutory duties. Authorities' proposals for Welsh medium education should be considered when they draw up schemes under the Welsh Language Act 1994, and they should take into account parental wishes when doing so.
