§ Mr. Douglas HoggWhen Security Council resolution 883, which strengthened sanctions against Libya, was adopted in November 1993, Cape Verde then President of the Security Council voted in favour of the resolution; Dijbouti and Morocco abstained. Egypt and Sudan were also in attendance, without the right to vote, and both spoke against the resolution. There has been no relevant vote at the UN since then.
