§ Mr. Heathcoat-AmoryThe possibility of using vehicle excise duty to encourage the sale and purchase of less-polluting vehicles is kept under review. The policy of phased increases in fuel duty is, however, thought at present to be the most efficient way of curbing emissions from vehicles.
