§ Mr. NorrisThe Department and its executive agencies act on behalf of the Crown, and are therefore not bound except where there are statutory provision to this effect or necessary implication. Non-departmental public bodies for which I have responsibilities are not part of the Crown and do not benefit from Crown immunity.
