Mr. Spearing

To ask the Prime Minister if, as part of his policy of open government, he will require all Ministers, when requesting observations on proposed changes of policy indicated in consultation or similar papers, to ask those responding whether or not they agree to their responses being made public. It is normal practice for consultation documents to include a statement that responses received may be made public unless respondents request that their comments be treated as confidential.
