§ Mr. WattsSubstantial progress has been made by the Highways Agency in its review of this scheme. The Secretary of State has received preliminary findings on certain aspects of the review. Further work by the agency is required before its final report is submitted. For this reason, it is not appropriate to publish the preliminary papers.
