§ Mr. BaldryWe have agreed to provide a total of £16.85 million towards the cost of designing and constructing a toll road from Cikampek to Padalarang in Indonesia. Of this, £4.7 million has been provided from technical co-operation funds. It was spent on surveys, detailed design and geological investigations. The remainder will be provided as a mixed credit towards the cost of construction. Road construction is expected to start later this year. The Indonesian companies involved are PT Jasa Marga—the Indonesian Highways Corporation—and PT Citra Lamtoro Gung Persada. The toll road will be operated by a joint venture comprising these two companies and Trafalgar House Construction Ltd. to be known as PT Citra Granesha Marga Nusantara. This company will receive the tolls.

The purpose of the project was to reduce security risks to civil aviation in Indonesia, and so to help promote the tourist industry.

§ Mr. BaldryEquipment funded under this project was supplied to the directorate general of communications. It consisted of lighthouses, lightbeacons and lightbuoys to improve safety for shipping through the islands of Indonesia as well as to extend the number of routes which could be used safely.

§ Mr. BaldryThese funds part financed a seminar describing the applications of satellite remote sensing technology relevant to the requirements of the Indonesian Ministry of Forestry. The technology was being considered for use in the detection and monitoring of forest hazards.
§ Mrs. ClwydTo ask the Secretary of State for Foreign and Commonwealth Affairs how much aid the Government expect to pledge to Indonesia at the forthcoming consultative group on Indonesia meeting in July; and if the Government will raise with the representatives of the Government of Indonesia at that meeting the issue of human rights and of Indonesia's occupation of East Timor. § Mr. BaldryWe are currently considering the size of the aid pledge we will announce at the consultative group in mid-July. It is expected to be about the same level as in 1994.
Human rights and East Timor are not on the agenda for the consultative group, but we shall continue to raise these issues in our frequent bilateral contacts with the Indonesian Government.

§ Mr. BaldryThe 1985 isolated diesel project consisted of the supply of 45 diesel generating sets each with a 59W capacity of between 5 and 6 mW. These were used to expand the generating capacity at 14 sites serving small urban centres in Indonesia.
The 1989 scattered diesels project supplied six 2.5 mW diesel generating sets to increase capacity at three sites. Both projects were implemented by the Indonesian State Electricity Authority.
