To ask the Secretary of State for Transport if he will make it his policy that objectors to public inquiries into road building projects should not have to supply to the Highways Agency copies of reference documents which have been referred to which can be obtained through the public library system. Under the Highways (Inquiries Procedure) Rules 1995, the Secretary of State is required to make available for inspection free of charge at a public inquiry every document which he intends to refer to or put in evidence.

It is open to the Secretary of State to require an objector, or any other person who wishes to appear at the inquiry, to provide a copy of every document, or the relevant part of any document, to which such person intends to refer.
